First of all, he's the Mayor of San Antonio, Texas. And secondly, he has a twin brother - Joaquin Castro - who currently serves in the Texas Legislature and is running for U.S. Congress this year.

Both of them graduated from Stanford, went to Harvard Law School, and then returned to San Antonio to get involved in public service.
To give you an idea of what's in store at the Democratic Convention, here's the end of Mayor Castro's speech to the Texas Democratic Convention this year.
Watch some wing nut say that the Democrats are supporting the commies in Cuba by having their leader as keynote speakers.

This is impressive by young mayor Castro.
And, PBO is pheNOMinal.
He may not look it, but our mayor is old enough to run for president in 2016.
DeleteI don't doubt that, Anonymous. But, compared to me, which is how I was thinking, he's a youngster. And, it would appear, VERY able.
