Everyone wanted him to do something quickly. Instead he spent a couple of years massaging the egos of the military brass behind the scenes so that when Biden had his little "oops" moment, the administration was ready to go with a legal initiative that would settle the question once and for all. It's the classic long-game in action.<br /><br />(I actually do think Biden's oops was an oops and not deliberately planned. But it was the kind of oops that only accelerated the schedule.
