He is obligated to govern. He wasn't elected to do nothing because there was no majority. I'm thinking he'd like to get rid of the sequester as well. I don't see him as a sap. I see him as a practical politician.

Yes he reaches out to the other side. Like during the fiscal cliff talks when he told Boehner he wouldn't attach and spending cuts to the hundreds of billions of tax increases. What a compromise!
